What would be the best way for me to get in contact with the owners of Vixenie and Vixanie_? I'd hate for them to think that I was...trying to pester them. Should I just neomail them?

Well first check if they have any FAQ's. They hate when people don't read them before you write them. And if your question or concept doesn't relate to anything in their FAQ's. Then you can neomail them.
