Corruption Files on Four of Erdoğan’s Ministers
The Turkish Republic is churning up the biggest corruption scandal of its history. Prosecutors have prepared files on corruption charges for four ministers of the ruling AKP, with sons of ministers and bankers arrested.

37 people including sons of three ministers were detained during a corruption operation carried out by the Istanbul Police Department, with the investigation apparently extending to the AKP ministers themselves. It was alleged that the video records of the Minister of Interior Muammer Güler, the Minister of Economy Zafer Çağlayan, the Minister of Urban Planning and Development Erdoğan Bayraktar and the Minister for EU Affairs and the Chief Negotiator of Turkey in accession talks with the EU Egemen Bağış taking a total of 133 million TL was included in the investigation files.
The Istanbul Police Department launched operations at several addresses related to 'alleged corruption and bribery' investigation being conducted by the Istanbul Public Prosecutors Office. 37 people including Muammer Güler's son, Barış Güler, Zafer Çağlayan's son, Salih Kaan Çağlayan and Erdoğan Bayraktar's son Abdullah Oğuz Bayraktar, along with some consultants, Azeri businessmen Rıza Zerrab as well as construction tycoon Ali Ağaoğlu were detained during the operation.
It was alleged that Azeri businessman Reza Zerrab who is operating in the areas of sea transportation, oil trading and jewelry made suspicious money transfers via such means as forged documents and fictitious exports and bribed to the Minister of Interior, Muammer Güler, the Minister of Economy, Zafer Çağlayan, the Minister of Urban Planning and Development, Erdoğan Bayraktar, the Minister for EU Affairs, Egemen Bağış and General Manager of Halkbank, Süleyman Aslan in order to carry out these operations. The son of Zafer Çağlayan, Kaan Çağlayan and Muammer Güler's son, Barış Güler played an active role in the flow of bribery.
The flow of corruption allegedly took a place in the investigation file through both a technical and physical follow-up. It was allegedly the businessman Reza Zerrab gave total of 137 million TL, with 110 million TL given to Zafer Çağlayan, 20 million TL given to Muammer Güler and 3 million TL given to Egemen Bağış.
It was alleged that irregularities were done in the field of zoning by making bribes via the son of Minister Erdogan Bayraktar and using the power of the ministry. Along with bribery, the investigation file also included crimes such as unjust enrichment, zoning irregularities and rant corruption in the Housing Development Administration of Turkey (TOKİ) and the construction sector. It was allegedly said that much which was not zoned for housing despite the applications of the citizens had been given away to companies linked to Abdullah Oğuz Bayraktar by the initiatives of Minister Bayraktar. A related flow of bribery was alleged to have been recorded by the police during a wiretapping operation.
